Finance & Corporate Services enables the FCA to deliver its strategy efficiently and securely by optimising resources, strengthening controls, and providing expert operational support.

Procurement sits within the Finance and Corporate Services Directorate and works with departments across the FCA to source goods and services (£300m annual spend) required from third parties. We are responsible for ensuring procurements deliver contracts to agreed time, budget, and quality, which are compliant with Public Procurement Regulations.

Role responsibilities

  • Responsible for developing and delivering sourcing and contracting strategies for complex, strategic categories and suppliers, ensuring best value and innovative solutions

  • Accountable for delivering complex sourcing activities, including RFx, supplier negotiations, and contracting, ensuring compliance with FCA policy, procurement regulations, and alignment with business strategy, while engaging across the FCA to support objectives and build a strong stakeholder network

  • Demonstrate through all sourcing activities and commercial negotiations knowledge of markets and sophisticated commercial acumen

  • Provide strategic insight into business needs over a 1–3 year horizon across categories, while engaging with stakeholders at all levels, attending project boards, and advising on commercial issues

  • Utilise and promote FCA procurement systems to deliver projects to standard, while collaborating with suppliers to develop innovative, market-leading solutions for the financial services sector

Skills required

Minimum:

  • Prior experience in working within a Procurement team with a public sector organisation

  • Proven experience delivering end-to-end procurement, from scoping requirements and planning to strategy development, negotiations, recommendations, and continuous improvement

  • Demonstrable experience in managing stakeholder relationships across all levels and collaborating with project teams

Essential:

  • Ability to implement category strategies and deliver 1–3 year plans aligned with FCA and business objectives

  • Experience of working within the Public Contracts Regulations and understanding of the Procurement Act 2023 and delivering procurements under various routes to market i.e. Find a Tender Service (FTS) and Framework procurement processes (Government and other Contracting Authority enabled)

  • Membership of the Chartered Institute of Purchasing and Supply (MCIPS) or equivalent (i.e. World CC) or willingness to work towards qualification and Chartered status through CPD

  • Ability to leverage industry and competitor insight to drive innovation and value, delivering tenders and negotiating contracts that protect FCA interests

  • Strong interpersonal skills to communicate complex and sensitive information clearly and appropriately at all levels, both verbally and in writing
