Lead the end-to-end delivery of the OFSAA upgrade program, managing technology and business teams to ensure project alignment with regulatory expectations.
- We are looking for an experienced Senior Project Manager to lead the PME (Platform Modernization & Enhancement) program, with a core focus on upgrading the Oracle Financial Services Analytical Applications (OFSAA) platform.
- This role will be responsible for end-to-end delivery of a complex, data-intensive transformation covering risk, finance, and regulatory systems, ensuring alignment with business priorities and regulatory expectations in Singapore.
Program Leadership & Delivery
- Lead the end-to-end delivery of the PME / OFSAA upgrade program
- Define execution strategy, delivery roadmap, and milestones
- Manage cross-functional workstreams across technology, data, and business teams
- Ensure delivery within agreed scope, timelines, and budget
OFSAA & Data Platform Upgrade
- Drive OFSAA version upgrade, patching, and platform enhancements
- Oversee data migration, reconciliation, and validation activities
- Ensure system performance, stability, and scalability post-upgrade
- Manage dependencies across data warehouse, ETL, and upstream systems
Stakeholder & Governance Management
- Engage senior stakeholders across Risk, Finance, Compliance, and Technology
- Provide Steering Committee updates, executive reporting, and dashboards
- Ensure adherence to regulatory requirements (e.g., MAS) and internal governance
Testing & Release Management
- Oversee SIT, UAT, regression, and performance testing cycles
- Ensure production readiness, including cutover, rollback, and contingency planning
- Drive defect management and resolution governance
Risk, Issue & Vendor Management
- Proactively identify and manage risks, issues, and dependencies
- Lead vendor coordination (e.g., Oracle / implementation partners)
- Ensure compliance with audit, control, and documentation standards
Requirements
Domain & Platform Expertise
- Strong experience in banking Risk & Finance technology platforms
- Hands-on exposure to Oracle Financial Services Analytical Applications (OFSAA) or similar platforms (SAP FPSL, SAS Risk, Moody’s)
- Understanding of regulatory reporting, IFRS9, ALM, or liquidity risk systems
Project / Program Management
- 10+ years of experience in project or program management
- Proven track record delivering large-scale platform upgrades or transformations
- Experience managing global teams, vendors, and multi-track delivery
Technical Understanding
- Knowledge of data warehousing, ETL, and financial data flows
- Familiarity with Oracle ecosystem and batch-based processing systems
- Strong understanding of data reconciliation and control frameworks
Leadership & Communication
- Strong stakeholder management and executive communication skills
- Ability to operate in a high-pressure, regulatory-driven environment
- Excellent problem-solving and decision-making capabilities
